WORKING WITH A DEAD BATTERY OR A BATTERY WITH A VERY LOW VOLTAGE: If you try to charge a dead battery having a voltage below 3 Volts, the BATTERY TENDER® CHARGERS will not start to charge because an internal safety circuit prevents the battery chargers from generating any DC output voltage.
check your charger first, also there's an inline fuse on the charging pig tail going to the battery, i believe it's a 1.5amp it might be bad, see if you can get the battery to charge. make sure all the connections are clean. if all else fails pull it and have it load tested.
For a battery tender to work correctly, you should attach it to the bike FRIST then plug it in..... try this and see. If the battery is shot, the tender will not charge it.
Had the same issue this spring. My battery in another bike was dead due to my bro forgetting to turn off the key after messing around. I discovered this 2 months later. I used a small charger that I had for my fish locator to charge the battery for about an hour. I then was able to get the tender to work from there. Worked perfectly!
I had an HD Tender go bad on me, it was beyond warranty as well. I went to an auto parts store and bought a Schumacher battery charger for considerably less money. It is in it's 4th year now.

How did you know it was bad? Mine seems to stay warm all the time. Is this normal?
