Get comfortable on the bike; new seat, handlebars, pegs, windshield - whatever it takes. Comfort should always come first on a touring bike
Get a stage one and a PCV or alternate. Change out the headers, I like the V&H Power Duals but there are many others to choose from. Get some mufflers of your choice. A cam swap is next, many folks like the SE 255, and you can get them slightly used on eBay very cheap.
Get a GPS, no sense having a nice bike and not knowing how to get where you're going.
You've already mentioned shocks, so the next thing I'd add is an oil cooler if you ride in the heat.
Spend the rest on making it look like you want, painted inner fairing, chrome lowers, braided cables.
When you're done, pull a few hundred out of the other fund, hire a stripper to stand next to it, then post some pics.

For 5K I don't think you can do the 120R unless you do all the work yourself and sell your old engine.
To stay under 5K improve performance and comfort:
Upgrade Cams, intake a/c, exahust, and a tuner
Call up Motorcycle Metal and get some ohlins for the rear shocks
Upgrade the handlebars and grips for comfort and looks
Upgrade the seat to your choice
add some highway pegs
That should get you started for performance, reliability, and comfort. A good mix of all 3. You won't get to where you want to be with only 5K for a 120R.
