I'm not sure if you're saying you adjusted the clutch, or the clutch cable. If you only adjusted the cable, you should try taking off the derby cover and adjusting the clutch pack. It is a simple procedure. You should buy a service manual to get step-by-step instructions for this. Also, be sure you have 1/8" end play in the clutch cable at the lever housing.

A clutch on it's way out will slip in higher gears. It's either the clutch about ready to fail, or the adjustment is off. You might need more freeplay in the cable, or it's time to replace it. How many turns did you back off the adjuster screw at the clutch pack?

If you can be going along in 5th at lets say 50mph and wot it and your engine tacks up and the speed does not you probably have been slipping slightly for a while and have worn out the clutch. It was probably slipping in 1-3 and you just did not notice it. The clutch must have gotten way out of adjustment causing it to slip. If you had 1/2-1 turn loose on the clutch nut and 1/6 to 1/8 lever free play I am not sure how normal driving would ever wear this clutch out. Considering its size and number of plates for a 1000 lb Harley, its bigger then a Mac dump truck.

Get a set of friction and steels and replace them. Be like a new clutch then for anywhere from $100-$150. Simple fix and might be the right one depending on how the police treated the bike (parking lot practice, etc.)

For 30 bucks you might want to try a SE clutch spring. If it's too late you can still use it with the new plates.
