be careful when you disconnect the fuel line! If it is pressurized it will spray fuel out!

 

I'm thinking your fuel filter or fuel line that has to be disconnected to change the filter has come off/loose in the tank causing the swirling motion you saw ...if no pressure in the lines look at the last thing done which you said was the fuel filter

 

...and this is where I started this morning -

the one (O-ring)on the Left was the one that was in there
(don't think it was fitting right~therefor being the problem child)
-the one on the right found on the workbench belived to be the one that was changed out @ last filter change it's the same size as the new one still in the package on the far right
dont know what that deal was with the size differance but in a different o-ring put it back together and she fired right UP!
