Need some help.

I purchased a rear fender for my street glide off ebay that came with the fender extension and auxilary light on bottom. I have been reading where guys use 3M tape to mount it on the side of the fender without having to drill holes but the problem I have is the bolt stud behind the fender sits higher that the slot on the fender extension? Is this normal and I'm just overlooking something or is there something I can do to make it work?

Any help would be great.
