This is going to sound a little crazy, but here is what I did. I went to the delaer and bought a 19.95 chromed license palte holder that belonged on a softail duece. It has three hole in it to mount to the fender. Here is the crazy part, I drilled three holes in my rear fender and then mounted the plate holder and stuck the plate on.
It sort of scared me initially to drill the holes, but it worked out just fine.
Yep it looks like my options are to drill the fender or replace the light bar. I was hoping to avoid the expense of the light bar, so we will see. I solved it temporarily by using zip ties and attaching the plate to the bag guards, perhaps not the most elegant method but it works for the time being I guess.

Don't know where you live but down here it would be an excuse for the law to pull you for it not being lighted if you mounted it that way. Here is my set up. You can just loose the light bar and move the signals down. Then all you need is a plate holder and a taillight lens with a down light window instead of the factory one. The bike in front of mine is a road king as well with a used Street Glide setup installed on it. I think he paid like 50 bucks for the whole thing on e-bay.
