Default Diagnosing Cruise Control on 07 Road Glide

I figured the first item to check is the handlebar switch. At the Blue/Black wire I get 12 volts to the module when I push the switch to Set. At the White/Blue wire I have 12 volts all the time. I think that it should only have 12 volts to that wire when I push the switch to Resume.

Is my reasoning correct?

Also, is 71788-08 the right part number for the Set/Resume switch?
