Default Rear fender 2000 FLHTCUI issue

Ok odd I know but when this last weekend I tore down the bike for a good coat of cleaning & wax before the sun does it damage this summer. On the ride side of my rear fender there is a 1 in split in the fender! I find this very odd because shouldn't the fender be ALL STEEL?!?

Have you had the bike since new? If not previous owner may have changed it up to fiberglass.

No Im the 2nd owner & this is really starting to pi$$ me off because I was told over & over again when I asked & inspected the bike if it was STOCK!

maybe that hole is where the siren drive was mounted( really i dont know)a picture and more info would help..
