No sir it didn't. The harness for the radio was another $129 I didn't spend. I also believe the radio has to be modified to allow the CB to work. To be honest I wouldn't do it again, it's just too much money and not worth it. The best way is to probably either buy an Ultra or do the Road King tour pack without lights and etc.

If you want aftermarket pods (e.g. Hogtunes which include 5.25" speakers--same size as HD's; Dragonfly Concepts/Eglidegoodies offer pods that accept 6.5" speakers), but also want the passenger headset connection and PTT/vol. control, consider HD's 77108-09A kit. It will also require the 70169-06 non-Ultra overlay harness which will be used to connect the XM module.
Of course, you can fab your own harnesses using HD parts and replicate the wiring you need for the above if you choose to; e.g. rider headset connetor, passenger headset connector, passenger volume control, XM connetor, etc.

PS: The HD Service Manual for Touring Models for 2011 will have wiring diagrams in the back showing all of the wiring for the HK radio and the multiple accessories that can be connected to it if you choose to fab your own harnesses.

There isn't an aftermarket pod that includes any passenger controls. And the HD passenger volume control only controls the headset volume for the passenger, not the speakers in the pods.
