Rear Fender Reinforcement Bracket

Default Rear Fender Reinforcement Bracket

Looking for advise. I'm in the process of swapping out my non-adjustable rider back rest for an adjustable rider backrest. Unfortunately when I removed the nuts to the reinforcement bracket under the rear fender, one of threaded rod portions dropped below the rear fender. Can't get my hand between the fender and tire to help reposition the bracket to thru the two holes in the rear fender. Any suggestions what I can do short of removing the rear wheel? If I put the bike on a jack will the rear wheel drop far enough to allow me to get my hand between the tire and fender?

Any and all serious suggestions are welcome.

Yes, and removing the top or bottom shock bolts will get you more.
