I guess it is always good to go over the bike before leaving it in the hands of the garage guy. This way he can't say it was there or you brought it in like that
Depeding on how bad it is, you could probably just keep it, since the bags hide most of the wheel.
That said, if it was my bike, I'd want it fixed.

Joe I run the 3 inch travel rear shocks off of the Electra Glide and the sad part is that the only thing you really do see is the Aluminum lip, mostly because it is on the opposite side of the jiffy stand. My dilemma at this point is: are they capable of doing better or is it just going to get worst?
I've seen H-D dealer service departments with "not responsible for damages" signs. Hence, why I go to a Indy. Sucks about your wheel and is a shame the "experts" can't take the time to do the job right.
The question is: "What are you going to do about?"
Care to share with the rest of us the name and where the shop is located?
And if the Stealership accepts responsibility - let us know that to.
But I think we all know what answer you'll get.
Just another example as to why I CRINGE at the thought of taking my bike to ANYONE to have ANYTHING done to it. Got to get new rubber front and rear here pretty soon and I will damn sure take photos AT THE DEALERSHIP when I drop it off.
