I have been in riding in NoVA since 1998 and have never been stopped on my bike for an inspection check. You must have been doing something they didn't like and made up the inspection check garbage.
...and it was a friend of mine that used to be and inspector that said don't waste your time getting the bike inspected unless you really want to.
even more so if you don't have it and get a ticket. at least here in la. it is $10 per year for the inspection, takes about 5 minutes.
if you don't have a sticker and get ticketed, its $185.00. i'll not take my chances, and just pay the $10.00 (one ticket will have paid for 18 years worth of inspections. just how lucky do ya feel )
I have gone 4 years so far....my friend who used to be an inspector said he has never had his bikes inspected...nor has he been stopped for not having one....he has gone over 10 years.
My sticker is mounted on a plate to what HD calls the "rear fork bracket." Some might call it the swing arm bracket. Basically, it is the bracket where the passenger foot boards attach. Use the bottom bracket bolt. The 2007 torque value for this bolt is 34-42 ft-lbs.

VA state law says it must be displayed and visible on the left side of the bike. My dealer, Patriot HD in Fairfax, hooked me up with a mounting bracket similar to the one Olde Skool has on his scoot.
Any suggestions on inconspiuous placementof the inspection sticker plate on a 2011 Road King? I refuse to put it on any permanent part of the bike, i.e. fork. I'd rather not even have it be very visable. Thanks for your advice.
