No, I made a plate thats about 1/3 the size of the bag and it is bolted to the top bar (sandwiched between the bar and the bag) and to the center of the bag.

Took the wheels off an FHX and had a pair of American Elites installed on the rims.

$30. I paid them $60. Best deal of the century.
