Default Boots... whats the deal?

I get the walmart specials. Steel toes and dr. scholls pads for 40 bucks. But today at the dealer I was looking at Harley Boots. I noticed several styles with laces and a buckle going across the front. What is that buckle for?

My guesses are either for decoration, or some way to keep the boot on when you quickly slip your boots on and keep them on while walking out to the garage for something.

I have those boots. The buckle supports your instep...but is mostly for show.

They ARE good boots though....

The metal going across the first lace is to protect it from being cut.
