I'd like to know how this is done, as 13.8 is out of the functional capability of the stock NB O2 sensors, the low limit being around 14.2. I would think if it attempts to do this it would throw a code indicating the O2 sensor being outside its limit. Can you or anyone else comment on this?

Remember that tuners also adjust outside the closed-loop area that IED's and their variants can't. Most also tune spark advance and have many other functions useful to some riders. I'm not putting these devices down, as I think they have a niche in the market for those who want to cool the engine a bit in the closed-loop area and perhaps improve part-throttle response, but they have no effect at all in open-loop, which begins at around 80 KPA (~50-60% throttle). For those who plan on keeping a largely stock configuration and only want that level of change they do have some value. Just my 2¢.

I just had this done on my '11 Ultra and there is definitely a download and the dealer had access to it. You don't have to have the race tuner done. I think the cost for the download at my dealer was 150 dollars.

does anyone know exactly what a moco download does..i have a 01 EGC. i took it to a dealer and they said i have a cartridge download in my ecm,but he didnt know what it was or what it does. i guess the factory wont tell the service techs what they are downloading. he said it raises the rpm governor and he was guessing it changes the timing.he said it does nothing for mixture and i still need a tuner and dyno tuning if i change the aircleaner or pipes..i wrenched on bikes for a long time,when FI started popping up on everything,i got out of the business

Dealer can read the download ID number and tell which stage download you have.

Downloads enrichen the mixture for free intake or exhaust and raise the rev limiter.

Ah SH*T! Now, I'm starting to doubt what the stealer did to my scoot. I had a stage 1 done prior to picking it up in 09. They did give me a black box with a red button and told me to hang onto it for future tuning. They never gave me a sheet with dyno numbers either. Could this mean that it was just a map and not dynoed on the machine? I had a 02 RK, stage1 same slipons as mine take off on me with a passenger and I could not catch up. I had my girlfriends father same year bike, stage1 tunned to Rush slipons but had the stock slipons. He took off on me also and I couldn't catch up either. WTF!!! How can I tell what was done? It's running hot to!

Ask your dealer. Because they put a tuner on it, doesn't mean they tuned it. Nor does it mean you have to tune it. I never was big on having a bike dyno'ed. If it didn't run good, I might. Your friends are probably just getting a jump on you at the line, I doubt your bike is that far out of tune.

You bought a race tuner. There should be a CD with software and a cable to connect to the ECM. The disk contains maps to download to the ECM. A caned map was most likely loaded to the ECM that closely matched your set up.
A dyno tune can be done with that dongle which is married to your ECM and will not work on any other ECM.

Get the cables and the CD from the dealer.
