Default Fork tube questions to ponder.

I'd like some seasoned advice, not just throw new parts at it. I'm rebuilding the front end of my 2000 FLHRCI and the tubes are lightly scored where the seal travel was. They weren't leaking but not sure about rebuilding them with those wear marks. One is deep enough to hang a fingernail on.
Another thing I'm not sure of is there is a blue seal in the bottom of the tubes that has a 4 pronged retainer above it. This appears to be a serviceable part but I'm not sure how to remove it. Does it come out the bottom?
Lastly, all the catalogs show a 20 1/4" tube for these FLT's but mine measure 20 7/8". Confusing.

Is there some kind of bushing pressed into the bottom of the fork tube that holds that seal against that retainer? Yeah I got my old service and parts manuals out but I'm still baffled. First time going through the tubes to clean them up and install the Progressive monotube conversion. Thanks

if you buy new tubes they have those seals on the bottom.

It was. I took all that air ride crap off and went with the Progressive mono-tube conversion kit for it. My first time going through the front forks and it is quite interesting.

I guess I'm going to try reusing the old tubes for now. They are still straight with just a little worn chrome, that doesn't show on a Road King anyway. I guess since they only have a splash of fork oil in them they stand less of a chance of leaking.
