Some where on here the actual bulletin was posted. It is very clear as to what the customer needs to state and exactly what the dealer needs to do for reimbusement. When I had the front tire on my 09 replaced, I actually printed the bulletin and took it when the appt was scheduled. You should have seen the look on their face when I showed it to them, it was priceless!
I have the bulletin as well. It is crystal clear like you say.
My tire has just over 9,600 miles on it.

Does anyone know the bulletin #? I'm outta warranty but the bulletin might work. I also need to see a bulletin on ABS. Apparantly some of the '09's need it re-flashed cuz it comes on too soon. I've had my ABS come on a few times it shouldn't have. Was glad to know it works but in those cases really wish it hadn't.

i went thru this with my 09 ultra. bulliten say's free tire unless tread left is under 2/32 at that point u pay half the cost of tire. u can download bullitin.

I think I have the tire bulletin on my computer at the office, but I did find the one for the ABS bulletin. It is M1251.

TOURING MODELS WITH ABS
Purpose
Since Harley-Davidson is committed to continuous improvement,
an ABS (Anti-Lock Brake System) calibration change
was recently incorporated into 2010 ABS equipped Touring
model motorcycles on the production line. These changes
can be applied to 2009 Touring model motorcycles as well.
The refinement to the ABS calibration reduces the likelihood
of unintended ABS activations when braking over bumps,
cracks, and other road surface anomalies in otherwise good
traction conditions. The change also reduces the likelihood of
unintended ABS activation during threshold braking. It also
permits reuse of the Hydraulic Control Unit (HCU) if Electrical
Control Unit (ECU) replacement is required.
In the interest of promoting customer satisfaction, Harley-
Davidson has decided to offer this change as a current production
ABS calibration upgrade at no charge to all owners of
2009 Touring model motorcycles. This offer includes stock
production, Police and CVO motorcycles. This calibration
upgrade offer is valid from now to the end of the motorcycle’s
warranty period.
Motorcycles Affected
All 2009 model year Touring model motorcycles equipped
with ABS.
Required Dealer Action
If customer expresses concern with ABS performance, proceed
with the following steps prior to performing other diagnosis:
1. Connect Digital Technician to the vehicle. If the displayed
ECU calibration is 32836-09, then the ECU
should be reflashed to the 32836-09A calibration.

procedures within the ABS Service Procedure after

Re-read it. What it says is, 3/32" and more, you get 100% credit on a new tire
Between 1/32" and 2/32", you get 50% credit
Under 1/32", you get zero credit.

FINAL UPDATE:
I'm very happy to report that I just picked up my bike with the new front tire - replaced by Barnett HD per the Service Bulletin.
I should really add that since my complaint yesterday, the management at Barnett has been EXTREMELY gracious and professional. Basically, one individual made a mistake yesterday with me (and my tire) and they've quickly corrected the situation. I also spoke with that individual today and he was very cool, apologizing for his mistake and its all good.
Bottom line is that Barnett fixed this problem fast and I have a new tire on my FLHTP as I should. I got some good feedback here from the forum gang and I appreciate that as well.
