Default Replacement idea for Broken Tour Pack Rail and Saddleback support

I am looking for an alternative to welding and replacing the oem tour pack support rail and side mounting brackets for saddle bags.

I purchased a used mount rail but noticed the two weld points on each side of each fender strut is broken as well.

I realize welding is an option and it would be better than new. However, the reason is probably overloading, and I will probably do it again.

The mounting rail is hollow tubing, and the fender strut supports the weight of saddlebags and the exhaust system as well. Quite an undertaking for such limited parts, I would think. I was wondering if anybody has machined a new part or know of a better solution.

If it breaks along the weld line itself it could be due to the overloading or a faulty weld. Had a set of Bassani Pro Street pipes. Weld that held the front pipe bracket split, right along the weld line. At 50 mph it kinda f**ks up the pipe when it hits the pavement No weight here but the pipe so welds do fail.
