I have never used anti-seize on any exhaust nuts, bolts, whatever and I've probably built a few thousand engines in my time.
I quoteth from the official HD 2010 Service Manual for my 2010 Heritage:

- Install upper nut and tighten finger tight
- Install lower nut and tighten to 9-18 Inch Pounds
- Tighten Upper Nut to 100-120 Inch Pounds
- Tighten Lower Nut to 100-120 Inch Pounds

Anti-sieze and torque 1st nut lightly (60-80 in/lb) and then the other to spec (120 in/lb) & then finish 1st to 120 in/lb...repeat for other cyl. This allows the gasket to form properly. Also, remember to re-torque after 50-miles.
