Cool FLHR, FLHRC, FLHX engine

Why doesn't harley use the 96B engine on the FLHR, FLHRC and FLHX models?

The bigger bikes need the extra power that is lost in a balanced engine.

What SamStone said. My understanding is the counterbalancer robs some torque from the engine.

The rubber engine mounting on the FL touring bikes allows the bike to be smoother at highway speeds then the B engines, but have that great shake when idling.

Because we don't like sewing machines for engines.
