Default Lower Fairing bolts

I had to remove my lower fairing on my 11 Limited to get my highway pegs on. When I was reinstalling them I really couldn't get a good feel for how tight the 2 upper nuts should be. The lower one is a no brainer because it's just a clamp but I could see on the upper 2 you could over tighten and crack the plastic. Any rule of thumb for how tight these should be?

Thanks

HD's instructions for installing the vented lowers specifies 72 in. lbs. tq for the two upper screws; and, 144 in. lbs. for the P-clamp bolt. Note it's in. lbs. NOT ft. lbs for the torque specs.
