Default 2004 Sportster XLC Running Too Rich...HELP!

My 2004 XLC Sportster is running very rich. I've changed the crank position sensor and tried another ecm but it's still running so rich that it fouls plugs almost immediately. The carb is running just fine. Anyone encounter this or can tell me possibly what can be causing this?
