On the RKC the bottom of the bag hooks on to the saddlebag strut/ protector bar WTF ever it's called. You have to seat the bottom of the bag first and then tip the top of the bag towards the mounting pin holes. If you just put the bag on straight and lock it down with the pins the bottom is not seated and will cause the whole bag to wobble. I'm not sure if that's your problem or not but I noticed it on a few occasions with my RKC. I don't know if the bag would actually fall off because the pins are in, but it definitely will move around a lot.

Ok so I just looked at the Cycle Visions setup.
As stated above on the bottom of your bags there should be curved rubber pads in the groove under the bags. Are they there? If they did not come with your bags that would cause the bottom of the bag to be sloppy. They take up the gap between bag and the support rail/bar and kind of grip around it.
If they are missing Bartel's will have them. They just push into place under the bags.
