Sorry should've been clearer.
Bike is in neutral, either on the jack or kickstand (it's happened in both positions), I turn on the ignition & the fuel pump & lights all activate as normal then I hit the start button & nothing...no cranking, no dimming of the lights (everything stays on like it's still waiting for input from me) no sound...nothing happens. It's like I have the run switch in the off position but it's on. Then I pull in the clutch in & hit the start button & it starts up as usual. Then to check to see if I really am that stupid (I really am), I shut the bike via the ignition then try starting it without pulling in the clutch & it starts right up! Friggin weird

Normal on my bike
I have a 2002 FLHTPI and thats how I start my bike. Its some kind of safety feature or something. Kinda like having to hold the power window button on an old Cadillac I had. Its definitely not a defect on my bike. When I bought the bike the dealer told me I had to do it. I think when you pull in the clutch it engages some switch which makes the circuit.

It shouldn't be doing it. Some bikes have the kickstand feature but not Harley's as far as I know. Did you notice the same thing prior to installing the PCV or tried unplugging it for a while to see if it still does it? A quick email to Jamie might save you a trip to the dealer who is going to trouble shoot before fixing anything and I would bet the PCV might be one of the first things they blame because it's not a Harley part. I would think if it has anything to do with the PCV Jamie has heard of it and can steer you in the right direction to getting it resolved.
I've also heard some of the newer bikes can't start while in gear, mine does. I'm not sure what models that is suppose to apply to or if it's a feature the dealer can activate or not but does your bike start if it's in gear? If not, that maybe something the dealer can turn off?
