Well, I'm no expert, but it would look silly if they were flared
on the top .

Because they would look stupid if the flare was at the top?
Better for picking up cats?
Might just be the designer thought it looked good. It may catch the spray better or it could be for rigidity and to prevent resonant vibration.
Maybe so they can stack them in the factory.
