Bored out of my mind so I began to search for the answer myself. First introduced by Harley on the 1949 Hydra-Glide, named so due to the first time Harley used hydraulic forks. Designed by Brooks Stevens who mighta coulda been influenced by Indian motorcycles. Fenders were named Air-Flow.

Go to: User CP - Edit Options, scroll down to Thread Display Options - Change number of posts per page to 30 or 40 - now it's only 3 pages of crap

To the OP - makes putting air in the easier when the stem is at eight O'clock.......

So is the answer is just another thing they copied from Indian?
Or is the answer to avoid the cost of designing a new fender?

Either way we the customers are stuck with 52 year old fender technology.

I think it's because the tooling used to make them has worn out over the last 100 years.

I thought it was just there to make me think I must have hit something every time i park my bike in the sun with the forks turned to the left.
