There is nothing written in stone that says they are well maintained or have mostly highway miles. It's a big country. Just because one agency does it this way or that way, doesn't mean they all do...Ours hardly ever see anything but stop and go traffic. They get the basic maintainence as called for by the book....using HD dino oil.
Personally, I wouldn't want one with 40-50k miles on it unless it was dirt cheap and I planned to rebuild it, anyway.

Just a little FYI, I bought an 05 Road King (FLHPI). 10,000 miles, $9999.00 Would do it again without blinking an eye. Absolutely nothing wrong with it except the bags and front fender which I had planned to change anyhow. Strong, strong motor, shifts good and quiet. They civilianized it, so it also had new rubber.

You definitely have to look closely at them. I'd figure on replacing brakes and clutch unless it's been done recently. Some jurisdictions maintain their bikes fastidiously, others maybe not so much.
I bought this one because it was the least expensive way to get into a 103/six speed bike, which I really wanted at the time.
I like to do as much of my own work as possible,
Even after swapping tins, having the custom paint done, adding a Dragonfly fairing and building up the engine, I've still got less in it than if I'd bought a used '07 civilian Road King.
The bikes being sold at auction should be able to be picked up fairly cheaply. Lots of guys try to avoid a bike with 40 to 50 thousand miles on it, and the police bikes are generally quite a bit cheaper than civilian bikes anyway. So I'd think somewhere around 6K to maybe 8500 depending on condition and miles.
