Modulating Headlights & Flashing Brake lights

I have the BAL (BriteAssLite) on my bike......I have it set to give 2 sets of three flashes, then steady on.
It gets noticed, which was the intent. HOWEVER, I did NOT want it to be annoying to traffic behind me, which is the reason I did not set it up to constantly flash while on the brakes. If I feel the need to give the light an additional series of flashes, I can momentarily release and then re apply the brakes.

I don't have either. Front or back. So I am not emotionally invested by a purchase or whatever.
I'm not a fan of flashing fronts but think flashing rears are ok.
Why? Because anything "flashing" on the road to me means "take action". Especially red lights.
When I see flashing Red brake lights I want to stop. Everyone does.
When I see flashing white light I want to ???

I have brake lights that flash three times before going steady, shortly I'll have my tour pack lights wired to do the same. I don't currently run a headlight modulator, but I can see their value. I do a lot of riding in the DC/Baltimore metro area. It's crowded here, and everyone is both in a hurry and doing something other than driving. If a modulator will help me be seen, then it's probably a worthwhile addition.
FWIW, yes, I do own a reflective vest, though I usually only wear it on the Night Train. I also wear a light silver modular helmet with reflective tape on it.

Headlight modulators, while they get you noticed, are also somewhat dangerous....

My feeling also. Noticed yes, but what signal are you sending? The *last* thing I'd want is to be approaching an intersection with a car in the opposing lane waiting to turn out in front of me, seeing me flash my lights. Around here at least it's a signal to go ahead.
I've heard many cases, this is just one. Helen TwoWheels was riding with another rider who had a headlight modulator. After an 18 wheeler almost completed passing them the driver pulled back into the lane running Helen off the road where she wrecked. During the investigation the driver said he saw the flashing headlights and assumed they were signaling him that he could pull back in. It was obviously the truckers fault but it was Helen who was layed up in the hospital for quite a long time.
