Default Touring front lowering kit?

I seen this lowering kit on the HD website for touring bikes (2010 SG like mine) part number 54564-09. My question is how does this thing work, it looks like a couple lightweight springs and pins??? How does this lower the front? Not clear on where it really goes...anyone have any expirence with them?
Thanks

I believe that the HD kit requires that you drill additional holes in the dampening rod but I'm not sure. The progressive drop in kit does not. I combined the progressive kit with Ricor Intiminators and it is great. Lowered 1" eliminated brake dive. I put about 1/2 ounce less oil in the lowered fork that the manual suggests for stock height. Forks are not stiff at all.
