uh, oh...no horn??

Well...I guess it's not fixed yet after all!? After replacing the fuse, I certainly get 12 volts to the wires but...when I connect the horn, it blows the fuse each time. I even tried my brother-in-laws horn who parks his bike in my garage...it beeps once and blows the fuse! I checked the ground wire for residual voltage but get none and if I hold the horn button down, it reads a steady 12.5 volts...I would think the fuse would blow if there was a short in the wire or horn button but the fuse does not blow...only when I connect the horn and press the button. So, my manual says that the resistance in the horn should be 45-66 (or something like that) and I'm getting about 4 ohms...my brother-in-laws horn gets about 1.5 ohms...so...the manual says if you don't get within this range of resistance, the horn is bad. Funny, my brother-in-laws horn works fine on his bike!? Any suggestions? Yes, I know...the horn without wires, right???
