Idle Speed Control Actuator...

Pull the breather off and you can see it contract as it produces that 'whistle'...

Both of mine do it on occasion; the RKC more than the WG....Normal. Now, the 5th gear whine??? Only the RKC.

It's actually a head fart...lol...I thought it was a sigh then i said a sigh is sadder than a fart...My sarburated sportster did it and my FI 07 big twin does it also...I never paid it much mind....I hope my dumbass answers didn't offend you...
