2009 FLHTP Bags

I've been working on a deal to get a 2009 FLHTP.

The bike has some scratches on the bag lids, some fairly deep. I've quickly learned how damn expensive new bags are...wow.

Has anyone repainted their bags? Is it cheaper to replace just the lids?
