Default ABS light on after battery replacement

A couple of years ago, I replaced a dead battery that had fallen to the Arizona heat. Upon doing so, my ABS light (2005 FLHPI) was on solid. Dealer said the ABS module was bad and had to be replaced, so I had them replace it. Problem solved. However, I just replaced another dead battery... ABS light back on solid. I have a hard time believing that the ABS module is bad again, at the same time as another battery. Got an ABS trouble code of 5-4, which is the ABS Fail Safe Relay - Failed ON / Failed OFF / or Sticks. Anyone else experience this and have any ideas? Worked fine before the battery replacement.
