How to put a 21" spoke wheel on a 07 FLHTC

What is the most cost saving & safest way to put a 21" wheel on a 07 FLHTC ? Would like to try it to see if the handling chages that much and also have longer than just a test ride.

Anyone used the stock 16 lace wheel hub and laced it to a 21 ?
