Had this conversation with Jamie @ Fuelmoto just the other day.
The 08 has what is call reactive throttle sensing. It remembers the last couple of seconds before you shut the bike off. So if you do the normal quick little twist of the throttle before you shut it off, that’s what it remembers. That might be your cause.
The fix, is:
Don’t do that anymore.
Or
Turn the ignition switch on and off five times in a row and that will rest the throttle.

The "Time" thing can be important --
Turn on the ignition (don't start the bike, just turn it on) and wait long enough for the radio to start playing. Turn it off long enough for the flashers to go off (assuming you have the factory security). Do that four times. You might idle hot still if the motor is cold, but it'll go back to normal in no time.
Yep, it happens if you're giving it a little gas when you shut it off -- It'll also happen if you run it for a very short time (not long enough for the idle to go to normal as the motor heats up).
