I will add that with the current state of the economy and reduced demand, the motorcycle market has turned into a buyer's market. Even HD Corp knows it and they're pushing their dealers to provide lots of information from the market. They're implementing CRM software to keep in touch with potential buyers and they're tracking lost sales more than ever.
HD dealers who still act like they run the game are toast.
It appears to me that you got bent over when you bought the 08 in the first place and are trying to recoup the money on that hosing. MSRP on a new Ultra is $21k and you bought an 08 for $26k? OUCH!

Like others have said, you can't recoup money you spent on add ons when trading in a bike.
I'm sure part of that $4,600 was sales tax, freight, documention fees and setup. Which you can't recoup either.
My local dealer is terrible with giving much on trades and he priced my buddy $12,000 for a spotless 2008 Street Glide with 13,000 miles. So I'd say your dealer is even worse than mine.
I had to drive to a dealer 100 miles away when I traded for the bike I have now.
Your thread title is incorrect, "2008 uc only 45% of value?". What you paid for it has nothing to do with it's present "value". It is certainly worth more than they offered you, but it's value is whatever you can get for it not what you paid for it.
I have a Dealer 8 miles from me. The only thing I buy is oil filters and things I need for service. I can't deal with him on bikes. I went to another state to get this new RK. I try to buy local, But it's my money and I want the best deal I can get.
