Came up behind an Ultra on I-77 today and it looked like he had some sort of storage beneath his tour pak. It appeared that he had a vinyl-covered compartment with a modified rear light and license plate holder. Was this just a one-off customization or does someone sell this mod? I came up empty trying to Google it.

 

Harley makes an amplifier that mounts under there. Could it have been that?
