Alright, so I've got an 02 RG and I've always thought my gas mileage was poor, but this last weekend it really showed.
Motor mods go as follows:
1550
211 cams with hydraulic tensioners
Vance and Hines Pro pipe
K & N air filter
Stage 1 download
Hydraulic clutch
My gas light comes on usually at about 140 miles into a tank, and gasing by 160. I'm putting in usually 4.5 gallons at that point. The people I was riding with have pretty much stock bikes and are putting in more than a gallon less gas. Two of them were 05's so they didn't have six speed or anything.
I thought about a different download but the dealer felt it would make it worse. They said a stage 2 download would make the bike run richer. I also asked about a tuner, and was told it could make it a bit better, but not a full gallon better.
I could use some ideas...

The highest fuel mileage I've ever gotten on my '09 Ultra Classic while it was completely stock was 46 mpg. Since mounting a pair of Screamin' Eagle mufflers, Stage 1 and download and a Ridmaxx fuel management tuner, the mileage has dropped off to around 41 mpg. I always take off at a moderate speed, never shift at over 3,000 rpm's and use the cruise control as often as possible. I usually never ride more than 5 mph over the speed limit. I also always ride solo.

My 06 Wide Glide (injected) with Stage 1, updated injector nozzles, K&N air intake and SE2 "race" slip-ons got 44-46 with normal riding (getting on it whenever I wanted to, highways, towns, etc) and was getting 51-52mpg on an all-side-roads trip around Lake Superior. The 06 Road King is stock and gets 38mpg on highways and sometimes up to 40-41mpg on side roads. Wish I still got 46-50!

I've got an 09, 103" with SE251 cams...take off moderately most of the time, shift @ 3K as well (most of the time
) and my overall average MPG is 46. More often than not, when I'm out riding on the weekends, I'll get 48 - 51mpg...but that is riding in the mountains. My average speed is probably 45 - 48, vice typical highway cruising @ 77 - 80.

Take your lowers off. It should give you another 3 mpg. Basic AERO.
It amazes me that people try to explain their fuel milage by when the "light" comes on. The light, along with the gauge are no more accurate than the weatherman. It is gallons used into miles ridden.
Rule of thumb: Every 10 mph above 55mph will decrease your MPG by 17%. Mountain riding at 45 - 55 will get far better milage than blasting down the slab at 75.
