Is this the right way to Dyno?

Default Is this the right way to Dyno?

I went to visit a new indy's shop the other day and while viewing a dyno tuning being performed, I saw that they had the air filter off and the cooling fan blowing across the opening at a 45 degree angle. Wouldn't you dyno with the A/C in place? I always assumed a dyno was done under 'riding conditions'. Is this done to make the numbers look bigger on the dyno sheet? Is this the correct way or am I missing something here?
