indiana has a "blanket law" any light other than factory equipt headlight that causes unnecesary glare is prohibited, guess that leaves it up to the leo as to what is "unnesecary".

If you are sure that the device is in fact 100% legal, take the ticket and go to court. Ya MIGHT be able to teach an Old Dog, a new trick.

I was driving my cage and one came flying up behind me. I thought I was being pulled over. Then I noticed that it was Goldwing with the wig-wags.

While it may be "50-state compliant", it might not be city compliant. My city has an ordinance against it.

If they aren't illegal, they should be. They remind me of rice.

Did you get the Troopers name? If so, send an anonymous copy of the law to the local ST office. May help some fellow riders avoid some grief.

According to the post:

Title 49 USC 30103(b1) (US Codes) prohibits any state from forbidding a system that conforms to FMVSS 108. No State or Local ordinance shall usurp the authority and enforcement of the Federal Motor Vehicle Safety Standards.

Fed law always overrides state law. The law does not use wording of "may" which would give a state an option, instead they use "shall" which dictates the enforcement of the statute.

I would have told him to ticket me so i could go to court and show the judge and everyone there what kind of dumb asses they have on their force.

I think those modulators are awesome. Some said they don't like them - it makes them turn their head away from the biker??? Seems to me you at least noticed them... That is the point. Like them or not, they get your attention.
