The law says an exhaust system may not be modified with the intent to make it louder. The upcoming change leaves out the "intent" part and says the exhaust may not be modified if the result is amplification or noise that is louder than the muffler originally installed on the vehicle.

There is a federal decibel limit that can be requested as to the legality of 'noisy exhaust', does not have to be OEM for the muffler just within fed levels.
Any of the LEOs drop paper on me I will challenge. Missouri tried that some years back, they tried to hit cycles without justifiably citing cagers as well and lost a bunch of those cases in court to discriminatory conduct.
