The law says an exhaust system may not be modified with the intent to make it louder. The upcoming change leaves out the "intent" part and says the exhaust may not be modified if the result is amplification or noise that is louder than the muffler originally installed on the vehicle.

Cave Creek AZ is a small suburb northeast of Phoenix. Until a few years ago, it was a popular area for bikers and had a lot of biker bars. Then the "artsy folk" started buying land out there and building homes and the next thing you know, they get a noise ordinance passed. But it applied to motorcycles only. This town owed much of its existence to motorcycle enthusiasts. They did get the law changed to apply to any vehicle, but I sure don't spend my money out there anymore.

The website is in error pertaining to Washington state's Revised Code of Washington (RCW 46.37.537 Motorcycles — Exhaust system) which states:
No person shall modify the exhaust system of a motorcycle in a manner which will amplify or increase the noise emitted by the engine of such vehicle above that emitted by the muffler originally installed on the vehicle, and it shall be unlawful for any person to operate a motorcycle not equipped as required by this section, or which has been amplified as prohibited by this section.
and yeah, it sucks. $124. ticket.

Yeah, I am really surprised that the big companies (V&H, Rhinehart, etc...) don't lobby against this stuff. I hear car radios louder than motorcycles.

I just checked Wisconsin's law:

It's odd that this law is just about ignored.

I stopped by my local dealer the other day and one of the motor officers had just picked up his city issued motorcycle, and when he started it up, I was amazed at the noise level, looked over, and there were Vance and Hines pipes installed on the bike! My tax dollars hard at work...
Well of course... they have to take care of their own.

My 2 cents - Living in town with neighbors all around, if I leave early - I always push my scooter to the street to start and warm it up.
I never leave or come home without paying close attention to how much volume I am feeding the neighborhood. I hear another rider who lives on an adjacent street, cranking the throttle and exhaust volume at all hours.
No respect - just like a barking dog. Some people just don't get it. A large majority of people don't share our fondness for the harley rumble, so why push them in a corner. We harley riders will loose everytime when this issue is brought up at a city council meeting.
