Make sure you get someone that really knows paints to look at the damage and hope this was a bonded and insured contractor if the damage is permanent (some commercial outdoor building paints are chemically very aggressive).

I had experience with a contractor who got speckles on some parked cars while spray painting some large metal buildings. He ended up footing the bill for some expensive paint jobs on some of them.

Your bike came with one of the best multilayer paint finishes available... don't settle for a "touch up" if it needs full refinishing, including the top clear coat.

Your "gated community" is responsible. Get the highest estimates you can find including an HD price for new tins installed. I had this happen to a truck at a motel and they paid for a new paint job. I would be sick if it was my Harley. Good luck.

Most likely latex. Oil based paints are pretty much a thing of the past outside of specific commercial applications.Just don't wait before having it removed as it does set up very hard.
