2009 TOURING MODELS FRONT TIRE WEAR INSPECTION
AND WARRANTY PROCEDURES
Reason for Revision
This bulletin was revised to update non-U.S. market procedures.
Purpose
The purpose of this bulletin is to restate the inspection and
warranty process outlined in Dunlop’s Limited Warranty with
application to D407F front tires used on 2009 Touring models,
Police FL models and the FLHTCUSE4 model to address
customer concerns related to:
● Noise
● Vibration
● Ride Quality
Motorcycles Affected
2009 FLHTCU, FLHTC, FLHR/SHRINE, FLHTCU/SHRINE,
FLHR, FLHT, FLHRC, FLHP, FLHTP, FLHX, FLTR and the
FLHTCUSE4 models equipped with one of the front tires
listed below. Refer to Table 1.
Customer Notification
Harley-Davidson Motor Company, Inc. will send a letter to
registered owners of affected products in the United States
notifying them of this non-safety related condition and
instructing them to contact their dealer for the replacement
service. A sample of the customer letter is attached. Customers
outside the United States market may not receive this
notification.
Dealer Action Required
General
Irregular tire wear can occur for several reasons, including
improper inflation, overloading, extreme riding habits, tire/
wheel imbalance, or a part that is out of specification.
Even with regular maintenance and normal use, some of
these front tires may vibrate or create excessive noise and
may show irregular wear.
Inspection
1. Ask the customer to explain their concern. Ride characteristics
that indicate irregular wear include:
● Noise
● Vibration
● Ride quality
2. Record the tire mileage and add it to the comments section
of the warranty claim.
3. Measure and record the tire pressure to verify that the
tire is inflated to specification and note it in the comments
section of the warranty claim.
4. Use a TREAD DEPTH INDICATOR (Part No. 75110-
98B) to measure the tread depth of a center line groove
at three locations, equally distanced, around the tire.
NOTES
● Do not select a groove with a tread wear indicator (TWI)
bar molded into the groove.
● See Figure 1. Measure tread depth 1/2 way between the
groove branch and the end of the center line groove.

tire. Refer to Table 2.
6. Calculate the average of the three measurements.
7. On the tire, circle (with chalk or crayon) the one location
that represents the average remaining tread depth.
8. Identify the credit category according to the average
remaining tread depth. Refer to Table 3.
*Tires worn beyond the last 1/32” (0.78 mm) of original tread
depth are not covered.
Replacement Tires
Replace affected Dunlop D407F front tires on 2009 Touring
Models with superseded Dunlop D408F part numbers. Refer
to Table 4.

Dear Harley-Davidson Motorcycle Owner:
Our records indicate you are the owner of a 2009 FL Touring model motorcycle.
Harley-Davidson has determined that 2009 FL touring motorcycles including FLHP, FLHT,
FLHTP, FLHR, FLHX, FLTR, and FLHTCUSE4 models fitted with the Dunlop D407F tires on
the front may experience irregular wear characteristics under some conditions, which could affect
ride quality but is not related to a safety condition.
If you experience a change in ride quality related to irregular wear on the front tire, please visit
your authorized Harley-Davidson dealer to determine if the wear qualifies under the pro-rated
warranty.
If the wear qualifies for full or partial coverage under the pro-rated warranty and the front tire is
replaced, your dealer will ask you to sign a tire claim form when you pick up your motorcycle.
If you have previously purchased a front tire as a replacement for Dunlop D407F tire due to
noise, vibration and/or poor ride quality as a result of irregular wear, and did not receive any prorated
coverage, you may qualify for a reimbursement. Please visit your authorized Harley-
Davidson dealer for the details of the qualifying requirements.
We regret any inconvenience this may cause, but we have released this communication in the
interest of your continued satisfaction with our product.
Sincerely,
Harley-Davidson Motor Company

Exact words from HD advertisement, "
E. Wheels / Tires

Black Slotted Disc Cast Aluminum wheels, rim material to be impermeable to compressed air.

Tubeless type tires to have non-skid tread, designed to operate on paved highways and shall have a
full, four-ply fabric reinforcement.

Bead-retention tires designed to remain on wheel during sudden loss of pressure.

Sealed automotive style wheel bearings requiring no endplay adjustment and service interval of
100,000 miles (160,000 km)."

I'm pretty sure all the same part #'s.

Default Dunlop d407f

DUNLOP D407F (Failure)

They need to add poor traction and bouncing due to the premature tire cupping these tires do have. They are unsafe to ride on and will cause wheel lockup during a panic stop. The bike wont slow down and you most likely will hit what you are avoiding. Also the 2009 soft tails have the same d407f tire on them as well and they start there cupping at 3k miles. Why are these tires not included in the bulletins also.Anyway, the Dunlop D407F tires should have been recalled instead of sweeping the problems under the carpet.People have wrecked there bikes due to these poorly designed tires and they dont even realize that with better tires there accidents might have never happened.Im curious to know how many people out there have wiped out on these d407f tires. Please reply here to this forum.Shame on Dunlop for not owning up to there unsafe, defective d407f tire and risking so many lifes by not recalling.Shame on Harley-Davidson for letting them do it.Unsafe is Unsafe, thats why they took them off the shelves. But NO RECALL!!! Whats Up with That Dunlop? So how do you really feel about these D407f tires and whats your experiences with them? Tell me about your wrecks on them...

Default Defective Dunlop D407f/Why NO RECALL?

What about the tire and the cupping issue? Did the MoCo replace the tire

The premature tire wear (cupping) is an on going issue with this factory dunlop D407f tire. People have wrecked there motorcycles during panic stops. Because of the out-of-round tire wear, the wheels will bounce and the shocks cant return the wheel to the road surface fast enough. This causes major loss of traction. While in a panic stop and brakes applied, the lack of traction makes it near impossible to prevent wheel look up.Therefore, you slide and usually hit what you where avoiding. These cupped tires also make a wheel bearing type noise. If you know anyone that has these tires urge them to park the bike until they are replaced. One other thing.Dunlop and Harley-Davidson are working hard to cover this defect up and refuse to recall these tires. My guess is that doing it under a bulletin repair keeps them from admitting any fault and taking responsibility for all the crashes that these tires have caused. If the bikers that have crashed had better tires than most likely they would have avoided their accidents all together. If you have any questions about this topic or know of anyone that claims that their tires added in their accidents than E-mail me at powertools55@yahoo.com

I was wondering that also. I've not heard of any wrecks due to a cupped front tire.

Got a recall letter from HD on the front cupped tire. Took my '09 Ultra with 14K miles over to dealer. Mechanic replaced the tire then he test drove and returned with shaking his head at me while I was outside waiting.

Followed him in the garage and asked him, What's wrong ?. He replied as in, "Your bike needs new front bearings as it was wobbling."

Ok, I went and waited for another hour. He test drove it again and returned with a smile. Runs like new now. Tire and new bearings were covered by warranty !. Parted away with a handshake knowing HD is treating their customers like Royalty.
