one repaired --- or better to ride with both off -- thinking about balance -- thanks in advance

I know more than 1 person who has rode their bike with only 1 bag while the other one was being repaired or on order from previous damage. Dont worry after a few blocks you be used to any differences.

Unless you carry one bag full of lead I would say you will be fine riding with only one bag.

From an aerodynamics point of view, the coefficient of drag is going to make the bike pull VERY hard to the side of the bike that has the bag. Better to ride without any bags or don't ride at all until you get you other bag bike. Could cause some serious damage to steering system.

You probably won't even notice a difference. Although the coefficient of drag argument seems plausible. You might wear out one side of the tires faster as the bike tips to compensate from the additional drag.
