It might be a good idea to discontinue riding all together, even when the bag is fixed.

I would suggest you don't do that. Per the HD manual, serious injury or death may occur from doing this. I'd leave it to professional riders on a controlled course...

it won't hurt a thing. get out on the hiway and see for yourself. if it pulls a lot to one side,then ride back home and drop off the other bag. no biggie.

Go ahead. It will have very minimal effect on anything. It will not damage the steering in any way. It will not create much drag to unbalance the bike.
It will look like you can not afford another bag. That's all.
