Question about detach tour pak mount

Hey all,
I just got a leather tour pak for my RK Classic....question, when attaching the mount to the pak, do you use the round "U" shaped piece, as I have pointed out in the pic? Or is this for the fiberglass pak, such as on a Ultra?

It's definitely used on the ABS plastic tour pak, can't be sure on the leather one though.
