I guess I don't understand the question.
You want a small frame, throw it around bike for an in town bike, but you want a highway bike to get you to town, right?
If it were me and you need a stable highway, yet kick *** in town bike, why not make you Tour Pak detachable, get a solo seat and ride that baby. It will give you a different attitude, yet still be a stable highway bike. Throw in some new custom rims and a short windshield and you've got what you want.

Second bike
I used to have a hardtail shovel with jockey shift and a stripped down dresser. I loved having two bike that were so different. I would ride one for a month or two and then ride the other. Everytime I traded I would really appreciate the better points of the one a switched to. My vote would be for as different as possible.
If I get a second bike again, I would probably have to build a soft tail chopper.

I still have my first harley purchased in 1995, a fatboy, which is perfect for around town ridding and god awful for long trips. Next was a 03 roadking which I tried doing the long roadtrips, found out not quite perfect for that. So... traded in for an 08 ultra glide for the trips, which is the perfect bike for long distances. If I was to have just one, it would be the roadking though. There just is not a perfect "do it all bike"
