OP, What gas are you puttin in your scoot?
You might just have a bike that likes RPM.
Everything has a tolerance.
Some bikes like 93 octane, some run fine with 87.

Just did a big bore and found out that I'd been lugging mine under 2500 in 6th. Rings never seated. My new motor won't see 6th until 80/2800 or more. JMHO

Yes, you are lugging it. I don't use 6th gear unless I am on the interstate and doing at least 70. You might also want to know this. Lugging an engine will produce carbon buildup on your pistons and valves. This buildup of carbon creates more problems with the squish area in the combustion chamber. Eventually by lugging an engine you can expect your motor to need engine work sooner, rather than later. JMO

Lugging or not lugging. Seems everyone has their own opinion on what it is. I hear some bikes go by and it sound like they're in 5th gear doing 35mph. I prefer to do 2500-2800rpm's. I won't go below 2200, it starts lugging.

2500 rpms is not lugging. When the oil pressure is near zero and the bike is bucking because of too high a gear and too low an rpm, that is lugging. You will know when it happens.Pinging is brought on because of a poor tune in the motor, eventually it will take out your pistons.

I weigh 240 lbs. and at 60 MPH in 6th gear seems find on flat terrain but when it starts getting into the hills, 5th gear is best.

I think H-D recommends 91 octane or higher.

That's funny, I've never had a bike with a quality tune that ran good on 87 Octane. You must be in very flat country to ride at 60 mph in 6th gear and not lug your engine. I think you are lugging and don't know it..JMO
