Default Opinions on tuning and emissions testing

As I continue to smile ear-to-ear while riding my 2010 Ultra Limited, my thoughts are turning to positioning as much performance (and cooler running temps) as possible without going outside the box too far. I am concerned that my state (NY) will soon require emissions tests for motorcycles. (I checked with a good indie wrench buddy of mine – he says its ‘coming’) and if I remove the CAT filled headpipe, I’d be swapping it back each year just to get the sticker. Not fun.

Not knowing any of the specifics of what will potentially be required by the state, but assuming that all CAT model year bikes will be subject to emissions testing eventually, I am looking to do some sort of stage 1 setup that could be easily reversed if required.

My initial thoughts are – keep my current (and rather tame) Screamin Eagle Street Performance slip-ons, and get a PC-V and A/C from Fuelmoto. If the state institutes sniff testing and the richer A/F ratio pushes it over the fail line, I envision just removing the PC-V and reverting back to stock settings. Shouldn’t be an issue with the new A/C still on, probably run very lean – would need it just long enough to pass.

How many of you guys with CAT bikes have pondered this, and what ideas have you come up with?
